Ukrainian certificate

Issued under Ministry of Finance Order No. 248 of August 19, 2022, within 10 calendar days (or a reasoned refusal). The order sets no validity period. An apostille on a paper certificate can take up to 20 business days. Ukraine's Supreme Court (case No. 160/5435/25) found that the TCU does not require paper form.

Home-country certificate

For use in Ukraine, it generally must be legalized or apostilled with a notarized Ukrainian translation (TCU Art. 103). The STS treats such certificates as valid for the calendar year of issue.

What a certificate does not do

If you hold a home-country certificate but meet Ukraine's residency test, you are a dual resident, and the treaty tie-breaker decides. The STS looks at all circumstances, not the certificate alone.
